The Government has simplified appeals against decisions of licensing authorities: what will change for business

The Cabinet of Ministers of Ukraine has adopted amendments that will make the process of reviewing entrepreneurs’ complaints against actions, inactions or decisions of licensing authorities faster, more transparent and digitalized. This was reported by "Komersant Ukrainian" with reference to the Ministry of Economy.

From now on, all complaints will be processed in a single information and communication system, which will allow for centralized data collection and processing.

Information about the complaint and the applicant submitted in electronic format will be automatically entered into the register without the participation of officials.

“We continue to remove barriers and digitize what required paper and time yesterday. An entrepreneur’s complaint should be immediately entered into the system – without manual intervention, without the risk of delays or abuse. This means faster processing, transparency, and protection of business rights. This is how modern deregulation should work,” said Oleksandr Tsybort, Deputy Minister of Economy, Environment and Agriculture of Ukraine for Digital Development, Digital Transformation and Digitalization.

The updated registry will allow tracking not only complaints about the actions or inaction of licensing authorities, but also their decisions, which is in line with current legislation.

What will change

In addition, the changes include

  • clarification of the procedures of the Expert and Appeal Council on Licensing at the SRS;
  • determination of the administrator and public registrar responsible for the formation of register information;
  • regulation of access to public information from the register;
  • other technical improvements.

The government estimates that the implementation of these changes will result in a sustainable economic effect of UAH 2.8 million per year.
