Government simplifies the procedure for installing mobile towers during the war: 15-day permit instead of 2 years

The Cabinet of Ministers of Ukraine has adopted a resolution that significantly speeds up the process of installing mobile base stations under martial law. This was reported by the Ministry of Digital Transformation, "Komersant Ukrainian" reports.
What is changing:
- Previously, approval for the construction or placement of a base station could take from 6 months to 2 years.
- Now: the permit can be obtained in 15-25 business days, depending on the type of property.
New terms:
- For state or municipal property, the permit is issued in 15 days.
- For land plots – in 25 days.
The lease and land management project development procedures will be carried out in parallel, which will significantly speed up the process.
Why it is important:
- This will allow operators to deploy 4G networks across Ukraine faster.
- Particular attention will be paid to roads, rural areas, and de-occupied territories.
Restrictions to prevent abuse:
- The area of the land plot is no more than 0.05 hectares.
- It is prohibited to use especially valuable land.
- Prior to signing the agreement, the operator pays a temporary fee equal to the rent, which will provide additional revenues to the budget.
Obligations of mobile operators:
Under the licenses issued in November 2024, operators must provide 4G coverage:
- Within 1 year – in settlements with more than 2000 inhabitants (90% of the population).
- Within 24 months – on international and national highways.
- Within 6 months – in the de-occupied territories.
This step aims not only to ensure connectivity in critical regions but also to accelerate the country’s digital transformation in times of war.
