The government is launching the “Point of Support” program for businesses following the shelling

The Cabinet of Ministers is launching a new business support program called “Point of Support, which provides for partial compensation of salaries for employees of companies affected by Russian shelling.

This was reported by the government portal following a decision by the Cabinet of Ministers of Ukraine, according to "Komersant Ukrainian".

The initiative is intended to help companies retain employees during downtime and resume operations more quickly after damage.

What the program entails

The “Point of Support” program was approved by the Cabinet of Ministers of Ukraine for companies that have been forced to suspend operations or furlough employees due to Russian attacks.

The main goal of the program is to preserve workforces during a period when a business is not yet fully operational but is already beginning to resume operations.

Government officials emphasize:

  • for the employee, this means maintaining a connection to the workplace;
  • for the employer, it means the ability to retain the team needed to quickly restart production or services.

What payments are provided

The program provides for partial wage compensation for employees if the company:

  • has suffered critical damage due to shelling;
  • is forced to furlough employees;
  • does not have sufficient working capital to pay salaries.

Amount of support:

  • up to two minimum wages per employee;
  • reimbursement of the single social contribution calculated on this payment.

Opportunity for temporary work

A separate provision of the program allows for the engagement of employees in socially useful work, provided they agree to it.

In this case, the person:

  • receives payment for the work performed;
  • remain employed, even if the company has not yet resumed full operations.

How to apply

Employers will be able to apply to participate in the program through the Diya portal.

According to the government, the technical capability to submit applications is expected to be launched within two months.

Other business support measures

Recently, the Cabinet of Ministers of Ukraine has adopted a number of other decisions to support businesses during the war.

Specifically:

  • compensation for damaged property in frontline regions has been increased from 10 to 30 million UAH;
  • for other regions, compensation for insurance premiums has been increased from 1 to 3 million UAH;
  • a new mechanism for insuring property against war risks will take effect in 2026.

The government is also urging businesses to increase their own electricity generation by next winter to reduce the risk of power outages.
