The government has launched a new procurement model for the military

The Ukrainian government has launched a pilot project designed to streamline the procurement, testing, and implementation of innovations for the military. This was announced by Defense Minister Mykhailo Fedorov, according to "Komersant Ukrainian".
“In modern warfare, the winner is whoever implements new technologies faster. The government has launched a pilot project that allows for the rapid procurement, testing, and implementation of innovative solutions for defense needs,” he noted.
Fedorov explained that previously there was no procedure allowing the Ministry of Defense to procure innovations for testing in the military, which is why such solutions were introduced into units in an unsystematic manner.
Fedorov outlined the key changes:
1. The Ministry of Defense has the right to quickly procure innovative products through a simplified procedure.
2. Units of the Armed Forces of Ukraine receive innovations for combat testing and make decisions regarding their effectiveness.
3. Solutions proven in combat are prioritized for inclusion in procurement requirements.
According to him, the project, along with previous changes regarding a new approach to UAV procurement, aims to provide the military with equipment proven to be effective.
“We are talking about innovative products, technologies, software, and solutions that can enhance the military’s capabilities right now. This allows us to shorten the path from development to deployment, respond more quickly to the needs of the front lines, and establish systematic feedback between the military and developers,” Fedorov added.
The minister emphasized that the agency’s mission is to ensure that the most effective technologies reach the military as quickly as possible and are scaled up.
