The government has approved the draft law “On Vocational Education”. What has changed?

The Cabinet of Ministers has approved the draft law “On Vocational Education,” which provides for increased financial autonomy for vocational schools and a reduction in the number of types of institutions from 18 to two.
This was announced by Prime Minister Denys Shmyhal during a government meeting on March 21, [ komersant] reports, citing his Telegram.
“The government approves the draft law “On Vocational Education”… Today we are creating a new system that meets modern challenges and needs. A system that provides the most necessary and up-to-date knowledge,” he said.
What are we talking about?
Shmyhal noted that it is about increasing financial autonomy and strengthening the interaction of vocational education institutions with business, in particular through joint investment projects. At the same time, the government has given the institutions the opportunity to manage funds independently, approve staffing lists, and move away from the tariff scale.
“We envisage updated content and a flexible system for responding to the needs of the labor market. The modular structure of educational programs will make it possible to obtain professional qualifications in short-term programs,” he said.
The Prime Minister also informed that instead of 18 types of vocational education institutions, there will be two – a vocational college and a training center. Vocational education students will receive the status of students and cadets.
“We hope that the Parliament will support this draft law. The government, in turn, will continue to invest in the development of the education sector, because we understand that this is the basis for our success as a state,” the Prime Minister said.
At the same time, Shmyhal emphasized that the government has equipped about 100 vocational school workshops, and plans to upgrade up to a hundred more this year, for which the budget provides more than UAH 500 million.
