Ukraine has begun to engage collectors to collect utility debts

The Ukrainian government has begun to engage collection agencies to collect utility bills from citizens. According to the ProZorro system, the Management Company for Housing Maintenance of Obolonsky District ordered these services for UAH 1.5 million, "Komersant Ukrainian" reports.

It is specified that the collectors will have access to data on debtors and will use standard methods of influence – phone calls, mailings and personal meetings.

Oleh Popenko, chairman of the Union of Consumers of Utilities of Ukraine, explains that this is a consequence of the scandalous competition for apartment building managers that took place in early 2025.

“Numerous violations of the law were recorded during the competition. As a result, the old management companies became managers and immediately doubled the cost of services. People refused to pay the inflated rates, because the services were often not provided at all, sometimes not properly,” the expert says.

He adds that despite the publicity, the Kyiv authorities did not react and did not cancel the illegal tender.

Oleg Popenko notes that the management company of Obolon district decided to spend UAH 1.5 million to “knock out” UAH 7.5 million of debts from people before the New Year.
