There are over three thousand millionaires in Ukraine: where are the richest people?

As of early March 2026, Ukrainians had submitted over 46,000 declarations of assets and income. In total, citizens reported receiving UAH 32.4 billion in 2025, according to the State Tax Service of Ukraine, as reported by "Komersant Ukrainian".

“At the same time, more than 3,500 citizens declared income of over UAH 1 million. In total, millionaires reported UAH 14.6 billion in income in their declarations and determined UAH 445 million in tax liabilities,” the report says.

Among the most common sources of income are:

– inheritance and gifts – UAH 2.9 billion,

– sale of movable and immovable property – UAH 819.1 million,

– foreign income – UAH 733.2 million,

– income from property rental – UAH 406 million,

– other taxable income – UAH 340.6 million,

– investment income – UAH 227.3 million.

“Based on the results of the declarations, citizens determined that UAH 716 million in personal income tax and military tax was payable. This is almost UAH 200 million more than in the same period last year,” according to the tax authorities.

The largest amounts of income were declared by taxpayers:

– Kyiv – UAH 6.6 billion,

– Lviv region – UAH 3.0 billion,

– Dnipropetrovsk region – UAH 2.9 billion,

– Kyiv region – UAH 2.8 billion.

According to the State Tax Service of Ukraine, the largest amount of tax liabilities was declared by a resident of the Kyiv region – over UAH 15.6 million in personal income tax and military tax.

The tax service notes that over 19,000 citizens filed declarations to receive a tax credit.

It should be noted that a tax credit is a portion of funds that the state returns to the taxpayer or credits as a reduction in tax liability. It is provided if a citizen had expenses stipulated by law, such as education, medical treatment, charity, or mortgage. In 2026, Ukrainians determined that UAH 139.4 million in personal income tax should be returned from the budget, which is almost UAH 98 million more than last year.

As of March 2026, the tax return campaign in Ukraine is still ongoing. Therefore, citizens have until May 1 to file their tax returns. To receive a tax credit, the tax return must be filed by December 31, 2026 (inclusive).
