Security measures in schools will be strengthened in Ukraine: Rada adopts law

The Verkhovna Rada has finally approved draft law No. 11543 aimed at strengthening security measures in schools. This was reported in the Telegram channel of the Ministry of Internal Affairs, "Komersant Ukrainian" reports
“On September 18, 2025, the Verkhovna Rada of Ukraine held a plenary session and adopted as a whole No. 11543, a draft law on amendments to the Law of Ukraine “On Complete General Secondary Education” on the introduction of security measures in general secondary education institutions,” the Speaker of the Rada Ruslan Stefanchuk wrote on Facebook, reporting on the results of the parliamentary session.
The Ministry of Internal Affairs added that the bill was prepared by MPs together with the Ministry of Internal Affairs, the National Police, and the Ministry of Education. Its goal is to ensure a safe educational environment for students and teachers.
The main changes:
- Panic buttons are required to be installed in schools.
- Clear rules for staying on the territory and inside the institution are being introduced.
- The management receives tools to promptly notify the police in case of threats.
- The categories of people who are prohibited from entering the school (e.g., under the influence of alcohol or drugs or with dangerous items) are defined.
- The requirements for employees of institutions and persons involved in the educational process are being tightened.
“These safety standards are being implemented without raising funds from students and their parents,” the Interior Ministry added.
The card of the bill No. 11543 on the official portal of the Verkhovna Rada states that the law was adopted on September 18.
In November 2024, Taras Melnychuk, a representative of the Cabinet of Ministers in the Verkhovna Rada, said that the government had supported the initiative of the Ministry of Education and Science to launch a pilot project to improve security in general secondary education institutions. Some institutions will have access control and police inspectors on duty.
on May 14, Deputy Head of the Office of the President of Ukraine Iryna Vereshchuk said that every school in Ukraine should have a veteran working there. According to her, it is necessary to quickly train a sufficient number of veterans to work as instructors of the subject “Defense of Ukraine” in secondary schools.
