A number of medical services have become paid for in Ukraine: which ones

Starting January 1, 2025, Ukrainians will have to pay for medical services that are not included in the Medical Guarantee Program, the costs of which are covered by the state. This was reported by the Ministry of Health of Ukraine, "Komersant Ukrainian" reports.

The list of paid services will include:

  • visiting a doctor without a referral, except when a referral is not required;
  • medical services under contracts with legal entities;
  • services in healthcare facilities of the security and defense sector, as well as the State Administration of Affairs for patients who do not belong to the defined contingent.

Patients will also have to pay for additional services when receiving basic medical care, including

  • provision of medical care at the patient’s place of residence or stay, if this is due to the patient’s desire, not medical condition
  • the possibility to choose a doctor in case of planned hospitalization;
  • staying in wards with increased comfort.

What services remain free of charge

The assistance provided by the Medical Guarantee Program remains free of charge. In some cases, a referral from a family doctor or attending physician is required to receive it.

However, primary and emergency medical care does not require any referrals. You can also visit a number of specialists without a referral, including

  • obstetrician-gynecologist
  • psychiatrist
  • narcologist
  • dentist
  • pediatrician
  • tB doctor;
  • a doctor who is supervising a patient with a chronic disease.

Specialized medical care is also provided in accordance with medical indications without a referral and free of charge to patients in an emergency.

How payment will be made

Paid services will be formalized in an official document, and the data will be entered into the electronic healthcare system. They can be paid for only in non-cash form to the account of a medical institution.
