“eTobacco” launches in Ukraine: how the new digital control system will work

The Cabinet of Ministers of Ukraine has officially launched the eTutyun digital platform, which will radically change the reporting rules for manufacturers and importers of tobacco products.
This was reported by the press service of the Ministry of Digital Transformation, according to "Komersant Ukrainian".
Elimination of “gray areas”
Previously, information about the actual composition of tobacco products was lost in stacks of paper reports and endless Excel spreadsheets. This created “gray areas.”
The reform is based on the principles of digital accessibility and a service-oriented approach:
- For people — the right to the truth. Data on ingredients and emissions will become public. Everyone will be able to find out the real composition of products in a few clicks, without relying on advertising claims.
- For businesses — service instead of bureaucracy. Electronic submission of documents through a special portal eliminates the risk of losing files, removes administrative pressure, and ensures automatic verification of reports.
- For the state — transparent control. The Cabinet of Ministers will get a real picture of the market, which will minimize corruption risks and effectively monitor the industry’s activities.
How it works
Instead of “manual control,” a strict algorithm is implemented. Businesses submit reports through a special portal.
The system works like a smart filter: it instantly validates data.
If a report contains errors or incomplete data, it will simply not be accepted. This guarantees the integrity of the market, where transparency becomes an automatic setting rather than a formality.
