Ukraine will simplify the creation of public organizations as part of an experiment
The Cabinet of Ministers has approved the launch of a pilot project on November 1 that will allow NGOs to be established on the basis of a model charter.

This was reported by the Ministry of Justice, "Komersant Ukrainian" reports.

The model charter is a standard constituent document approved by the Cabinet of Ministers. Currently, non-governmental organizations in Ukraine can operate only on the basis of their own constituent document.

At the request of civil society representatives, the Ministry of Justice decided to allow NGOs to operate not only on the basis of their own constituent documents, but also on the basis of the model charter. The ministry expects this to reduce the administrative burden on both applicants and state registrars.

The text of the model charter has been published on the government’s website. It contains standardized provisions on the purpose and activities of the organization, governance, rights and obligations of members, sources of funding, reporting rules, and termination of activities.

In total, the document covers more than 30 areas of statutory activity, including the protection of rights and freedoms, civic engagement, education, healthcare, volunteering, anti-corruption, assistance to war victims, etc.

The pilot project will be open to

  • adult citizens who have been assigned taxpayer registration numbers and unique numbers in the Unified State Demographic Register;
  • non-governmental organizations with the status of a legal entity;
  • Ministry of Digital Transformation;
  • The Ministry of Justice.


Based on the results of the experiment, the Ministry of Justice plans to prepare a report analyzing the effectiveness of the mechanism to determine the feasibility of its consolidation at the legislative level.
