Ukraine introduces blackout schedules: how restrictions will work

on October 30, after a massive Russian missile and drone attack on the energy infrastructure, electricity consumption restriction schedules were introduced in all regions of Ukraine. This was reported by the press service of NPC Ukrenergo, "Komersant Ukrainian" reports
How the power will be cut off
In particular, on Thursday, the restrictions will be in effect from 08:00 to 19:00 for household consumers – within 1-2 queues, as well as for industrial enterprises during the same period.
“The situation in the power system may change. Follow the messages from your regional power distribution companies. When electricity is supplied on schedule, consume it sparingly,” Ukrenergo emphasized.
How hourly blackout schedules work
As explained by the Ministry of Energy, hourly blackout schedules (HBS) cover all consumers who do not belong to critical infrastructure.
These are household customers (population) and non-household consumers – private businesses, institutions, etc.

The GDS system divides consumers into six queues, each of which has two sub-queues. These groups are disconnected in turn to balance the operation of the integrated power system of Ukraine (IPS) during power shortages.

Why outage schedules are introduced
The purpose of introducing the schedules is to avoid overloading the power grid, maintain the stability of the power system, and ensure safe electricity supply even in case of damage after shelling.
Limiting the duration of outages
During the period of martial law and for 12 months after its termination, the maximum duration of an interruption in electricity supply may not exceed six hours.
A deviation of up to one hour is possible. After that, the power supply must be restored for at least two hours, not including the time for switching, which should not exceed 30 minutes.

Who determines the number of queues in the regions
The decision on the number of LMP queues to be used in certain regions is made by the chief dispatcher of Ukrenergo. It depends on the level of electricity deficit in a particular region, consumption volumes, number of industrial facilities and critical infrastructure enterprises.
“Consumption in different regions of Ukraine differs significantly, so blackout schedules are formed individually for each regional power company,” the Ministry of Energy said.
What the energy companies ask
Energy companies urge Ukrainians to use electricity as economically as possible:
- not to turn on energy-intensive appliances at the same time,
- limit the use of electric stoves, boilers, and air conditioners,
- turn off lights in rooms where no one is present.
