Unified State Register of Military Personnel to Be Established in Ukraine

The Verkhovna Rada has today amended the Law of Ukraine “On Military Duty and Military Service” regarding the creation and functioning of the Unified State Register of Military Personnel, as well as other laws of Ukraine to improve the procedure for maintaining military records. MP Yaroslav Zheleznyak announced the adoption of the relevant law, "Komersant Ukrainian" reports.
The bill was generally supported by 254 MPs.
The key task that the adopted law solves is the creation of a unified electronic database of military personnel of the Armed Forces of Ukraine and military personnel of the State Special Transport Service. This, in turn, should solve the problem of ensuring the provision of public (electronic public) services, including administrative and social services to members of the Armed Forces of Ukraine and the State Special Transport Service, as well as to their families.
In addition, as noted in the explanatory note to the draft law, due to the need to ensure the effectiveness of mobilization by improving the electronic registration of persons liable for military service, there is an urgent need to fill the Unified State Register of Conscripts, Persons Liable for Military Service and Reservists with up-to-date data on these persons. This includes the results of medical examinations conducted to determine fitness for military duty, which are contained in the Electronic Healthcare System. The relevant changes should ensure electronic information interaction between the Electronic Healthcare System and the Unified State Register of Conscripts, Persons Liable for Military Service and Reservists.
Thus, as MP Yaroslav Zheleznyak explains, the law will create a unified database of military personnel of the Armed Forces of Ukraine and the State Special Transport Service.
The issue of assigning a single unique electronic identifier for unambiguous identification of servicemen and women and their use in the unified information system in the field of national security and defense of the Ministry of Defense, the State Web Portal of electronic public services in the field of national security and defense, as well as for the provision of public (electronic public) services, including administrative and social services to servicemen and their families, will also be resolved.
In addition, the procedure for the functioning of the Unified State Register of Conscripts, Persons Liable for Military Service and Reservists is being improved, which will receive information on conscripts, persons liable for military service and reservists as defined by law.
What is the Unified State Register of Servicemen and Women?
This is an information and communication system. In the Register of Servicemen, the Ministry of Defense of Ukraine, which is its holder, ensures the collection, storage, accumulation, updating, accounting, processing, protection, depersonalization, and guarantees the uniqueness of data records on servicemen of the Armed Forces of Ukraine and servicemen of the State Special Transport Service.
The information entered in the Register of Servicemen is confidential. Persons guilty of violating, disclosing or disseminating confidential information about a serviceman are brought to disciplinary, administrative and criminal responsibility in accordance with the law. The data storage period in the Register of Servicemen is 75 years. The procedure for maintaining the Register of Servicemen is determined by the Cabinet of Ministers of Ukraine.
