Ukraine to launch app to track corruption in construction sector

Ukraine will launch the Transparent Construction app, which will be used by the State Inspectorate of Architecture and Urban Development to track corruption in the industry. The head of the State Inspectorate of Architecture and Urban Development of Ukraine, Oleksandr Novytskyi, told Ukrinform, Komersant ukrainskyi

Beta testing of the Transparent Construction app will begin in June.
“Then we will be fine-tuning it for some time, and in autumn we plan to put it into commercial operation and make it mandatory,” Novitsky said,

He said that the programme envisages on-site inspections by the State Inspectorate of Ukraine for the construction of the facility according to a certain algorithm with photo and video recording of what they see.
“Firstly, geolocation will work, and it will be possible to track whether the inspector has actually arrived at the inspection site. Next, he or she will have to inspect all mandatory sections and sections of the construction, from compliance with fire regulations to ensuring elements of inclusiveness, according to a certain algorithm. That is, it will not be enough to see selective parts. We will have to inspect everything,”

The standard of photo reporting will also be changed. In the case of an inspection of, for example, a residential building or individual sections, the inspector must attach 150 to 350 photos to the report.
The document on the results of the inspection will be stored electronically and will be available to the central office staff, who will make the final decision on whether to issue certificates of acceptance or rejection.
“At the second stage, we will enable technical inventors to use this application so that they can also support their measurements for technical passports with appropriate photographic records. And at the third stage, all construction customers will be able to use this tool voluntarily. They will be able to provide preliminary photo reports before the on-site inspection by our inspectors, who will give quick feedback on how to eliminate deficiencies before the inspection,” Novitsky added.
He emphasised that digitalisation will make the work of SIAI inspectors more transparent and prevent corruption in the construction sector.
