Pulse launched in Ukraine: how the new digital tool for business and government interaction works

On January 1, 2026, Ukraine officially launched the Pulse pilot project, a state digital system for interaction between entrepreneurs and the government. The initiative aims to simplify the dialogue between business and the state, make regulatory processes more transparent and based on real feedback. The launch of the project was announced by the Ministry of Economy of Ukraine, "Komersant Ukrainian" reports

What is Pulse and why was it launched?

“Pulse has received the status of an official state instrument through which entrepreneurs can:

  • leave assessments of the work of government agencies;
  • provide comments on problems and barriers to doing business;
  • generate feedback that will be taken into account when making management and regulatory decisions.

The project aims to make the policy-making process more evidence-based, based on data rather than formal reports.

How the system works and what are the deadlines for reviewing appeals

A resolution of the Cabinet of Ministers of Ukraine has defined clear rules for the platform’s operation, the roles of participants and response times. In particular

  • business appeals submitted through Pulse,
  • executive authorities are obliged to process them
  • within 15 business days.

This is the first time that a specific deadline has been set at the legislative level for government agencies to respond to digital appeals from entrepreneurs.

First results: what Pulse has already shown

As of January 1, 2026, entrepreneurs from all over Ukraine have left

  • almost 350 thousand ratings,
  • more than 30 thousand comments.

This data is already being used by government agencies to prepare management decisions, as well as to identify and eliminate regulatory barriers in various sectors of the economy.

Who is connected to the platform

Currently, Pulse is technically integrated into more than 300 websites of central and regional authorities. The system is already connected to

  • all regional military administrations
  • all central executive authorities;
  • Government Contact Center;
  • Business Ombudsman Council;
  • Office of the President of Ukraine (by agreement).

ProZorro.Sale has been appointed as the technical administrator of the platform.

How long will the experiment last and what will happen next

The Pulse pilot project will last for two years. Based on the results of its work, the Cabinet of Ministers plans to:

  • prepare an analytical report;
  • assess the effectiveness of digital interaction between business and the state;
  • develop proposals for further regulatory consolidation of this mechanism.

It is expected that the data collected through Pulse will become the basis for a sustainable transition to a digital model of regulatory decision-making in Ukraine.
