From quantity to quality: how the Ukrainian agricultural land market changed in 2025

In 2025, Ukraine’s agricultural land market transitioned from its initial phase to a more mature and predictable model. While the size of the land bank played a key role at the beginning of the market’s opening, soil quality, location of plots, and security situation have now become decisive factors.

This was reported by the Ministry of Economy, Environment, and Agriculture of Ukraine, according to "Komersant Ukrainian".

How the market works during the war

The ministry notes that despite the full-scale war, the land market remains functional and shows consistent development. The cost of agricultural land is growing, but unevenly, depending on the region and the level of risk.

According to Deputy Minister Denys Bashlyk, in 2025, the market remained liquid, and demand took on a clearer structure.

Transaction volumes and prices

From January to mid-December 2025, the following was alienated in Ukraine:

  • 115,600 land plots
  • with a total area of over 340,000 hectares

Legal entities acquired:

  • 43,012 plots
  • 128,212 hectares
  • average price — 74,323 UAH per hectare

Individuals purchased:

  • 72,597 plots
  • 211,962 hectares
  • average price — 47,246 UAH per hectare

Where land is most expensive and where it is cheapest

The highest prices are in the western and central regions. Among the leaders:

  • Ivano-Frankivsk region — up to 165,615 UAH/ha
  • Ternopil region — up to 126,068 UAH/ha
  • Lviv and Vinnytsia regions — over 80–100 thousand UAH/ha

The lowest prices are in the frontline regions:

  • Kherson,
  • Mykolaiv,
  • Zaporizhzhia regions — 35–38 thousand UAH/ha.

The role of the state and the Land Bank

The state operator Land Bank operates in parallel with the private market . During the year , farmers paid UAH 1.19 billion, including VAT, for the use of state-owned agricultural land .

During the operator’s first year of operation:

  • sublease auctions were announced for 68.5 thousand hectares,
  • auctions were held for 64.5 thousand hectares,
  • 53,200 hectares of state-owned land were transferred to farmers for use.

The ministry predicts that in 2026, market development will continue to be determined by:

  • the security situation,
  • regional specifics,
  • and the investment attractiveness of specific plots.
