From defense to culture: Cabinet of Ministers presents economic strategy for 2026

The government has presented a draft Action Program for 2025-2026. It was presented on August 18 by the Prime Minister of Ukraine Yulia Svyrydenko, "Komersant Ukrainian" reports, citing the official website of the Cabinet of Ministers.
The document defines the key areas of state policy for the next two years. The presentation was held with the participation of MPs, representatives of specialized organizations, experts and think tanks.
“Action Programs for 2025-2026”: key benchmarks
According to Svyrydenko, the document is intended to ensure the country’s resilience during the war and create a basis for recovery after it. The government focuses on actions that provide the greatest effect, while maintaining flexibility in responding to challenges and rational use of resources.
In his turn, the Chairman of the Verkhovna Rada of Ukraine Ruslan Stefanchuk emphasized that the success of the Program depends on the coordinated work of the Parliament and the Government. This is about European integration processes, financial stability and gradual approximation to NATO standards.
UNDP Resident Representative in Ukraine Auke Lotsma reiterated the organization’s support for reforms, economic development, strengthening institutions and ensuring transparency of governance.
Four strategic pillars of the Government
The document envisages changes in four areas: security, economy, dignity and recovery. Based on them, 12 priorities were identified with step-by-step implementation plans and performance indicators.
Twelve priorities of the new Cabinet of Ministers
1. Security and defense. It includes expanding arms production, attracting foreign partners, and launching Defense City. By 2026, it is planned to switch to a corps system. New contracts with additional motivational conditions are being prepared for military personnel.
2. European integration. Completion of the review of legislation for compliance with EU law and readiness for negotiations on six clusters by the end of 2025.
3. Anti-corruption policy. Implementation of digital services (e-Court, e-Accounts, ASC 2.0), coordination of roadmaps with the EU.
4. Welfare. Compensation for destroyed housing: 180 thousand families in 2025 and more than 320 thousand by 2026. Additional programs to support children, launch of eNursery and eKindergarten, issuance of 5 thousand mortgages under eHouse.
5. Veteran policy. Code of Laws on Defenders, housing certificates for 1,580 families, grants for veteran businesses, 10 new digital services.
6. Macrofinance. Attracting $37.4 billion in aid from partners in 2026-2027, a new program of cooperation with the IMF, an audit of expenditures, and the adoption of an updated customs code.

7. Business. Investment funds worth $5 billion, launch of projects with the United States, a 5-year moratorium on inspections, simplification of 200 procedures and abolition of 60. The “Made in Ukraine” program will provide UAH 55 billion in financing for production.
8. Health and sports. Annual free health checks for 40 Ukrainians starting in 2026, opening of 200 mental health centers and 300 rehabilitation units. Salaries of primary and emergency care doctors will be at least UAH 35 thousand.
9. Education and science. Professional development of 100 thousand teachers, science funding reform, launch of ScienceCity and public-private projects.
10. Reconstruction. Reconstruction of hospitals, shelters and other facilities. More than 160 medical facilities will be restored by the end of 2026.
11. Culture. Restoration of 10 cultural heritage sites in 2025, support for creative industry entrepreneurs, verification of 100% of nationally significant sites.
12. Winter stability. Protection of critical infrastructure, accumulation of 13.2 billion cubic meters of gas, commissioning of 200 MW of new capacities.

Further steps of the Government of Yulia Svyrydenko
As of today, the Cabinet of Ministers has opened a call for proposals to finalize the document. They will be taken into account in the final version to be approved at the next Cabinet meeting and submitted to the Verkhovna Rada.
According to the Prime Minister, the participation of the public and experts in the final version is key to the effectiveness of the program.
