From record highs in 2023 to record lows: what happened to the “luxury tax”

In 2025, 504 passenger cars subject to the so-called “luxury tax” were imported into Ukraine. This is 3.2 times less than in 2024 and the lowest figure in the last five years.

From peak to minimum
The sharp decline in imports contrasts with previous years. The peak was in 2023, when 2, 329 cars subject to additional taxation were imported into Ukraine.
The tax applies to cars priced above 357 minimum wages (in 2025 — over UAH 3.2 million). The rate is UAH 25,000 per year per car.
Who dominates the “luxury” list
Electric models are most often found on the list of “luxury” cars.
- Porsche is the undisputed leader in the segment, accounting for 64% of all luxury cars.
Every second car in this class is a Taycan (232 cars). - Mercedes-Benz took second place with 126 cars (about a quarter of the market).
- The remaining brands — Audi, Rolls-Royce, Aston Martin, Lamborghini, Maserati — together account for 11%.
Electric cars are replacing internal combustion engines
The import structure shows a change in consumer preferences in the premium segment:
- 65% — electric cars;
- 18% — hybrids;
- 17% — gasoline cars;
- 0.4% — diesel cars.
Analysts note that electric cars are currently the core of luxury imports, while traditional internal combustion engines are gradually fading into the background.
Geography and owners
Almost half of luxury cars are concentrated in the capital:
- Kyiv and the surrounding region — 236 cars;
- Lviv region — 52;
- Odesa region — 49;
- Dnipropetrovsk region — 37.
Most of these cars are registered to individuals — 82% (413 cars). Only 18% are registered to businesses .
Ultra-premium separately
Analysts separately calculated imports of ultra-premium cars. In 2025, the following were imported into Ukraine:
- 21 Rolls-Royces, 15 of which were the electric Spectre model (approximate price — about $600,000);
- 7 Aston Martins;
- 2 Lamborghinis.
In 2025, 81,300 new passenger cars were sold in Ukraine — a record since the start of the full-scale invasion.
