From application to voucher: what is known about the start of funding for the e-Restoration program

More than 28,000 people have applied for housing vouchers since the launch of the new component of the e-Restoration program, which is administered by the Ministry of Community and Territorial Development, according to "Komersant Ukrainian".

The first stage of the program is aimed at internally displaced persons from temporarily occupied territories who have combatant status or people with disabilities as a result of the war.

How the mechanism works

Applications are reviewed by about 1,200 commissions set up in communities across the country, including Kyiv. They have already approved nearly 4,500 positive decisions.

Applicants can check the status of their application or receive a decision via the Diya mobile app.

Funding for the program is scheduled to begin at the end of February, after which people who have received a positive decision will be able to use the vouchers.

Why there were delays

In just the first week of the program, from December 1, 2025, more than 18,000 applications were received, which created a significant load on the system.

At the same time, communities formed commissions to review the applications. In a number of regions, particularly in Kyiv, the speed of work was also affected by the security situation — prolonged air raid alerts and power outages due to Russian strikes on energy infrastructure.

According to the Ministry of Development, about 5% of applications cannot currently be reviewed because commissions have not yet been formed in some communities.

The government’s position

The Ministry of Community and Territorial Development emphasizes that communities had time to prepare for the launch of the program.

According to Deputy Minister Natalia Kozlovska, back in September 2025, the Ministry of Development asked local governments to set up commissions ahead of time so they could start working right away.

The ministry emphasizes that the commissions are a key link in decision-making and ensuring people’s access to assistance.

Geography of applications

Applications were received from 23 regions of Ukraine and Kyiv. The largest number of applications came from:

  • Dnipropetrovsk,
  • Zaporizhzhia,
  • Kyiv region,
  • Kyiv.

Each of these regions submitted between 2,000 and over 4,000 applications.

At the same time, the best results in terms of the speed of consideration and the number of decisions made were demonstrated by:

  • Sumy,
  • Poltava,
  • Cherkasy,
  • Vinnytsia regions.

The role of the Ministry of Finance and verification

All submitted applications have already been verified by the Ministry of Finance. If any inaccuracies are found, the Ministry of Finance will make recommendations for additional verification and submit them to the commissions in the communities for consideration.

At the same time, the government emphasizes that
the recommendations of the Ministry of Finance are not an automatic ground for rejection.

The final decision is always made by the local commission, and checks may be carried out:

  • during the application process,
  • during its consideration,
  • or after the assistance has been provided.

When can they refuse

There are only two grounds for refusal:

  • the person is not eligible for assistance or does not have the authority to submit an application;
  • the application contains false information.

What the voucher gives

A housing voucher with a face value of up to UAH 2 million can be used:

  • to purchase housing,
  • to invest in construction,
  • to pay the first installment on a mortgage.
