Half of the reports go nowhere: why not all complaints filed with the NACP are subject to investigation

In 2025, the National Agency for Corruption Prevention (NACP) received a large number of reports regarding potential violations of anti-corruption legislation—more than 4,200. However, such a large number of reports does not indicate an increase in corruption, but rather demonstrates citizens’ trust in the NACP as an effective anti-corruption body. This was stated by NACP Deputy Chairman Serhiy Hupyak in an interview with the YouTube channel "Komersant Ukrainian".
“This number of reports is not an indicator of rising corruption. This figure should be viewed in terms of the public sector’s activity and the trust people have in the body they turn to (the NACP — ed.),” says Hupyak.
Lawyer and anti-corruption law expert Andriy Mazalov agrees with this approach.
“This is a record number of reports for the entire period of the NACP’s operation. It indicates growing trust in the agency as one of the key anti-corruption bodies,” he says.
At the same time, Mazalov noted that citizens’ low legal literacy and subjective assumptions in their complaints are overburdening the NACP system.

To improve the quality of reports, the expert proposed automating the submission process via a chatbot that would guide users step by step in drafting a legally sound report.
In turn, Serhiy Hupyak noted that the NACP is already working to raise public awareness and plans to continue this work through training sessions, information campaigns, and regional meetings.

“The more people understand how to properly report corruption, the fewer low-quality reports there will be and the more effectively the system will work,” he emphasized.
