From now on, deferment from mobilization will be issued in a new way: what has changed

On November 1, 2025, a new digital procedure for obtaining deferrals from mobilization was launched in Ukraine. Now, documents can be submitted online through the Reserve app or offline at administrative service centers (ASCs). This was announced by Defense Minister Denys Shmyhal, noting that the purpose of the changes is to make the process more transparent and reduce the burden on territorial recruitment centers, "Komersant Ukrainian" reports
What exactly has changed
- The deferral can be applied for online in the “Reserve” or through the TAC.
This means that there is no need to stand in lines at the TACs anymore – most requests will be accepted electronically.
- More than 600 thousand deferred tax payments will be extended automatically.
If the grounds for the deferral are already in the state registers (for example, student status, having three children or disability), citizens do not have to do anything – the system will update the data on its own.
- Paper certificates are being replaced by electronic documents.
Now, instead of a certificate with a wet stamp, an electronic deferment to the “Reserve” or its printed version with a QR code will be valid.
Who can apply for a deferral online
Currently, there are 9 types of deferrals available in the “Reserve”, including
- people with disabilities
- students and postgraduates;
- parents of three or more children born in marriage;
- military families with a child;
- husbands or wives of people with disabilities;
- persons with temporary disability;
- employees of higher and vocational education institutions.
In November, the list will be expanded to include two more types of deferrals.
In particular, the service will be available to citizens whose spouses have disabilities of group I or II, a possibility that was introduced in August 2025.

How to apply for a deferral through the ASC
For those who do not use a smartphone or have only paper documents, the deferral can be applied for at the nearest ASC.
Deputy Minister of Digital Transformation Valeria Koval explained the procedure as follows:
- find the nearest ASC.
- submit a package of documents confirming the grounds for the delay.
- indicate the email address where the response will be sent after the application is reviewed.
At the same time, ASCs only accept documents, and the decision is made by the territorial recruitment center (TCC).
Until November 1, applications were still accepted directly at the TCC, as ASCs are gradually gaining technical access to the new system.
Why the digital format was introduced
According to Denys Shmyhal, the digitalization of the process has several key goals
- reduce bureaucracy and the human factor;
- ensure transparency of all decisions on deferral;
- to relieve the burden on the CCCs so that they can focus on mobilization tasks;
- simplify the procedure for citizens so that it can be completed online or near their homes.
As we wrote earlier, the Reserve app now offers the possibility to pay a fine for another violation of the rules/order of military registration – failure to register at a new address after changing the place of residence.
