Resignations in the Rada: Bankova prepares to reboot committees

In the second half of July 2025, the Verkhovna Rada may undergo a large-scale personnel reset that will affect several key parliamentary committees. According to Glavkom’s sources, Bankova Street is planning a “large package” of resignations and appointments that will cover not only the government but also the leadership of the committees, reports [Kommersant]

According to Glavkom, the reshuffle will be comprehensive – changes in the Cabinet of Ministers should be coordinated with changes in the relevant parliamentary structures. However, such an idea may face resistance even in the ranks of the Servant of the People, as dismissal from committees is an exclusively deputy decision, not a vertical command from the OP.

Who is at risk of dismissal?

1. Danylo Hetmantsev – Finance Committee

The head of the Committee on Finance, Taxation and Customs Policy, Danylo Hetmantsev, has long been a controversial figure in the government. Despite his experience, media activity, and publicity, he has a conflict with the Ministry of Economy, in particular with Yulia Svyrydenko, the main candidate for the post of prime minister.

In particular, the MP has been tearing apart the National Cashback program, which is being implemented by the Ministry of Economy under the leadership of Yulia Svyrydenko. Hetmantsev also accused the Ministry of completely failing the deregulation reform.

Hetmantsev, who was considered to be the shadow curator of the State Tax Service, began to lose influence at the end of last year, when the government appointed Ruslan Kravchenko as the head of the Tax Service.

2. Olena Shulyak – Committee on Local Self-Government

Olena Shulyak is the head of the Servant of the People party and also the head of the Committee on the Organization of State Power, Local Self-Government, Regional Development and Urban Planning. There has been talk of her possible resignation for over a year, but she is holding on.

“Shulyak is practically a second Shmyhal. Everything seems to be about to happen,” says one of the committee members.

She may be transferred to the Committee on Social Policy, which is formally an increase in influence in the social sphere on the eve of the elections.

3. Halyna Tretyakova – Committee on Social Policy

Known for her scandalous statements, Tretyakova has been an informal “target” for personnel decisions since 2022.

If Shuliak becomes the head of the committee, Tretyakova will be asked to leave.

If Shulyak leaves to work on social issues, her previous position will be taken by Vitaliy Bezgin, who has been waiting for this opportunity for a long time. Another option being considered is the transfer of Viktor Mykyta, the current deputy head of the Presidential Office, who is in charge of regional policy at Bankova Street, to the Cabinet. Mykyta may head the Ministry of Regional Development instead of the “heavyweight” Kuleba, who will be given a different front of work, or join his team in a very complex ministry.

4. Andriy Gerus – Committee on Energy and Housing and Communal Services

Gerus is another high-profile candidate for the exit. His personal conflict with Energy Minister Herman Halushchenko, as well as the scandal over his wife’s ties to Russian businessman Kirill Dmitriev, who is under sanctions, have significantly reduced Gerus’ chances of retaining his position.

Gerus is no stranger to informational attacks, but this time, according to Glavkom’s sources, his chances of staying in office are slim. And this does not even depend on whether the current minister remains in the Ministry of Energy or whether a new person is appointed to the government.

5. Anastasia Radina – Anti-Corruption Committee

Radina is a representative of the public sector who often goes against the grain of Bankova Street. She openly criticizes the ARMA and the Defense Ministry, and defends the independence of the anti-corruption infrastructure.

Radina’s associates suggest the most obvious reason for her likely resignation is that “she just got everyone’s goat.”

Those who are being promoted

Roksolana Pidlasa, the head of the Budget Committee, may be promoted to the post of Finance Minister. She is seen as a replacement for Sergiy Marchenko, if he resigns as part of the government’s renewal.

And Vitaliy Bezgin has long been a candidate for the post of head of the Committee on Local Self-Government and may get it if Shulyak moves in a different direction.

Is the package being implemented?

Despite the ambitiousness of the Bankova plan, there is some resistance in the Servant of the People faction.

After all, voting for the change of committee chairmen is not a government appointment, but an internal matter of MPs that cannot always be controlled.

Two weeks before decisions

Final decisions can be made no earlier than July 15, when the Rada reconvenes.

Until then, the list of “outsiders” may still change, and some of the reshuffles may be postponed or partially implemented.

Earlier, Honcharenko said that the Servant of the People faction had begun preparations for an extraordinary meeting of the Verkhovna Rada of Ukraine, which could take place on July 7 or 8.

According to him, the main purpose of the meeting is to replace the current Prime Minister Denys Shmyhal before the Conference on the Restoration of Ukraine.

However, an attempt to gather MPs for an extraordinary meeting of the Verkhovna Rada on July 7-8 to vote on the possible resignation of the Prime Minister has so far failed.

Who could become the new prime minister?

According to Oleksiy Honcharenko, the main candidate for the post of Prime Minister is Yulia Svyrydenko, who currently holds the position of First Deputy Prime Minister and Minister of Economy of Ukraine.

“It is most likely that Yulia Svyrydenko will become the new prime minister. And she will already go to the conference in Rome,” the MP said.

This information is confirmed by sources "Komersant Ukrainian" sources, who were the first to report on the upcoming personnel changes. Svyrydenko’s candidacy is being actively discussed in government circles, and, according to the newspaper’s sources, she is the one who enjoys the support of the Presidential Office.

Other potential contenders, including Foreign Minister Dmytro Kuleba, are no longer seen as real participants in the “race for the premiership,” the sources said.

As reported by [Kommersant] the President’s Office has already decided to dismiss the current Prime Minister Denys Shmyhal and reformat the entire government.

At a meeting with journalists, President of Ukraine Volodymyr Zelenskyy denied rumors of the possible resignation of Prime Minister Denys Shmyhal.
