HLC will have access to medical data of Ukrainians from civilian hospitals: Rada adopts new law

The Verkhovna Rada has passed Law No. 12066, which improves the procedure for maintaining military records. According to the document, medical data from civilian hospitals will be automatically transferred to the electronic system of military medical commissions (MMCs) to determine fitness for service.

This is stated in the bill’s card, "Komersant Ukrainian" reports

The new mechanism stipulates that a person liable for military service only needs to see his or her general practitioner – then the necessary medical data will be automatically transferred from the electronic healthcare system (EHS) to the Register of Persons Liable for Military Service “Oberih” through the system of military medical commissions.

The law allows for such an exchange within the framework of electronic interaction between the systems, while maintaining medical confidentiality and personal data protection.

What is Oberig?
The Unified State Register of Conscripts, Persons Liable for Military Service and Reservists, known as Oberig, is an automated information and telecommunication system for military records. It was created in 2017 and has been fully operational since 2019.

All citizens of Ukraine aged 18 to 60 are registered in the registry to ensure accurate manning of the Armed Forces in peacetime and wartime.

What does the register contain?
Personal data: Full name, date and place of birth, gender, address of registration and actual residence.

Information on education, profession and military specialty.

Information on military rank, position, service, participation in combat operations.

Data on health status and results of the military medical examination.

RNOKPP, contacts, driver’s license, veteran status, criminal record, immunity, etc. depending on the latest updates.

Where does the data come from?
The registry integrates data from a number of state registers: SMS, State Tax Service, Pension Fund, CEC, etc.

In addition, data is entered by territorial recruitment centers (TCCs), formerly conscription commissions.

Access and use
The registry is administered by the Ministry of Defense and is accessible to: The Armed Forces of Ukraine, the Security Service of Ukraine, the SZRU, and official specialists of the TCCs.

Citizens can check their data through the mobile application “Reserve” (BankID) or through the state service Diia – there is a separate option for employers to obtain information.

There is no need to provide access to the processing of personal data (the law automates this).

Privacy protection
Data is stored in a secure electronic system with access control, cryptographic protection, and action logs, which should reduce corruption risks.

A person can submit a request for correction or deletion of their data through the TCC.

Why is it important?
Facilitates operational accounting during mobilization and reduces human errors.

Ensures transparent updating of information and interaction between government agencies.

Allows to provide social guarantees to the military and their families based on up-to-date data.

By combining automated access to data through the Oberig service and electronic tools such as Reserve and Diia, Ukraine is creating a modern system of military personnel records that increases mobilization readiness, reduces bureaucracy and minimizes corruption risks.
