The Verkhovna Rada did not support the Mriya application: what is the future of electronic diplomas and certificates?

On Wednesday, September 17, 2025, the Verkhovna Rada of Ukraine rejected draft law 13465, which proposed to consolidate the state educational mobile application Mriya in the educational process and to legislate the use of electronic educational documents. The draft law did not receive the required number of votes either to be adopted as a basis or to be sent for revision, "Komersant Ukrainian" reports, citing the draft law card on the Ukrainian parliament’s website.
The MPs first did not support the bill (219 votes in favor, but not enough votes), and then in a separate vote (219 votes in favor) failed to send it for a second first reading.
The draft law, registered in July 2025, provided for amendments to the Law on Education. The main provisions included:
- the use of the Mriya mobile application for pupils, students and teachers as an official tool in the educational process;
- introduction of electronic analogues of educational documents, such as diplomas, EIT/ST certificates, student and pupil cards
- detailing the mechanisms for information exchange and integration of Mriya with other systems, including AIKOM, which involved centralized processing of large amounts of data on pupils, students, teachers, and applicants.
The project envisaged that the Ministry of Digital Transformation would become the owner of personal data, and the state enterprise Diia would become the administrator. This approach meant the transfer of the role of data controller from individual educational institutions to state IT structures, which raised concerns about data protection.
The draft law directly defined the types of personal data to be processed:
- information about applicants and participants in the educational process;
- data from identity documents;
- educational documents and their electronic analogues;
- academic titles, EIT/NMT certificates, student/student cards.
Thus, the draft law envisaged centralized processing of a wide range of personal information covering all levels of the educational system.
Key criticisms
Even before the vote, the draft law was widely criticized in the media and social media. The main criticisms were as follows:
1. Data centralization. The transfer of control to the Ministry of Digital Transformation and the State Enterprise Diia created risks of information leaks and unauthorized access.
2. Mandatory digitalization of children. Critics emphasized the risk of automated data processing without sufficient parental consent or clear privacy guarantees.
3. Immaturity of the legal framework. Ukraine has not yet completed the personal data protection reform and does not have an independent GDPR-compliant regulator, making the introduction of large centralized data sets risky.
According to expert opinions, the project would require additional security guarantees and clear procedures for controlling the processing of personal information.
Current status and prospects of Mriya
Officially, the draft law No. 13465 was rejected by Ukrainian parliamentarians and withdrawn from consideration. This means that it cannot be adopted in its current version.
At the same time, the Mriya digital product continues to exist as a technical platform. Its functionality is maintained on the official website and in the project ecosystem, and its development continues with the participation of international partners and investments. At the same time, the lack of a legislative “anchor” limits the large-scale implementation of the platform in educational institutions.
This is a state digital ecosystem that includes a mobile application and a web portal for students, parents, and teachers. Its main task is to simplify the work of teachers, reduce bureaucracy, and make children’s education more effective. The platform combines digital student IDs, class schedules, educational content, and secure communications between participants in the educational process.
One of the platform’s technological innovations is the use of artificial intelligence to create an educational graph. This is a model that analyzes the relationships between subjects, skills, grades, and interests of a child to offer personalized recommendations for their learning and development.

What you need to know about the Mriya educational app
The Mriya educational app is a state digital service created to simplify the educational process and integrate electronic educational documents in Ukraine. Its main goal is to replace paper documents with digital analogues, improve the efficiency of educational data management, and provide convenient access to information for pupils, students, and teachers.
The application allows you to store electronic versions of diplomas, EIT/ST certificates, student and student cards. This allows educational institutions and users to confirm qualifications and academic performance online, without the need to use paper documents. This approach not only saves time, but also creates the possibility of integration with other digital systems.
“Mriya is designed to work in conjunction with various educational information systems, including AICOM. This allows for centralized tracking of students’ progress, data exchange between educational institutions, and record keeping of all participants in the educational process. This integration creates a single digital ecosystem for education, but also raises questions about data security and privacy.
In addition to storing documents, Mriya could be used by schools and universities to organize the educational process: keeping electronic journals, schedules, notifications, and other services for communicating with students and pupils.
It is worth noting that the draft state budget recently submitted to the Verkhovna Rada provides UAH 234.9 million for the operation of the educational mobile application Mriya.
In addition, a few days earlier it became known that Google was allocating $1.5 million to support the Ukrainian educational project Mriya.
The relevant ministry noted that the funding will help the Mriya team with the large-scale implementation of the ecosystem in schools across Ukraine, a pilot launch in kindergartens, and attracting new users. The goal is to reach more than 500,000 parents and students by creating a single centralized hub for all participants in the educational process.
According to Rowan Barnett, Director of Google.org Europe, the company believes that education is the foundation of a successful future. The support will allow Mriya to integrate modern artificial intelligence tools to personalize learning and empower Ukrainian students, parents, and teachers.
According to Mykhailo Fedorov, First Vice Prime Minister and Minister of Digital Transformation of Ukraine, this financial support will accelerate the development of the platform and the introduction of new AI-based tools. He noted that in September, more than 2,000 schools were already using Mriya, and in 2026, a pilot implementation for preschools and the development of a concept for universities are planned.
“The partnership with the Eastern Europe Foundation helps to implement Google’s support, acting as a key intermediary in the implementation of Mriya development initiatives and programs,” said the head of the relevant ministry.
