Healthcare spending in 2025: where did over UAH 222 billion go?

In 2025, total state budget expenditures on healthcare, including transfers, amounted to UAH 222.1 billion. Most of the funds were spent on implementing the medical guarantees program, purchasing medicines, responding to disease outbreaks, and investing in medical infrastructure.
This was reported by the Ministry of Finance, according to "Komersant Ukrainian".
The main focus — the medical guarantees program
The largest share of funding in 2025 was allocated to the medical guarantees program — UAH 172.8 billion.
Of this amount:
- UAH 131 billion will be allocated to specialized medical care,
- UAH 23.7 billion — for primary medical care,
- UAH 10.9 billion — for emergency medical care,
- UAH 7.2 billion — for reimbursement of the cost of medicines and medical devices.
The Ministry of Finance notes that this has made it possible to maintain the continuity of basic medical services to the population.
Procurement of medicines and response to threats
Separately, UAH 15.1 billion was allocated for the centralized procurement of medicines and medical devices.
Another UAH 7.1 billion was allocated for forecasting, detecting, and responding to outbreaks of infectious and non-infectious diseases, as well as for public health emergencies.
Investments and targeted programs
UAH 5 billion was allocated for the implementation of public investment projects in the medical sector.
Additionally
- UAH 1.3 billion — a subsidy to support individual medical institutions and blood services
- UAH 1.1 billion — financing for World Bank projects in the field of healthcare,
- UAH 850.1 million — for dental prosthetics and routine dental care for veterans.
What the Ministry of Finance says
First Deputy Minister of Finance Roman Yermolichev said that in 2025, the government ensured uninterrupted funding for the healthcare system.
According to him, about 3 million people took advantage of the “Affordable Medicines” program, receiving the necessary drugs free of charge or with partial payment.
Plans for 2026
In 2026, funding for the healthcare sector is planned to increase to UAH 258.6 billion. In particular, UAH 191.6 billion is earmarked for the medical guarantees program.
Separately, the government announced a new health check program for people aged 40 and older, which will receive UAH 10 billion.
