Healthcare spending in 2025: where more than 222 billion hryvnias were allocated

In 2025, total state budget expenditures on healthcare, including transfers, amounted to 222.1 billion hryvnia. The majority of the funds went toward implementing the medical guarantees program, as well as purchasing medicines, responding to disease outbreaks, and investing in medical infrastructure.
This was reported by the Ministry of Finance, according to "Komersant Ukrainian".
The main focus — the medical guarantees program
The largest share of funding in 2025 was allocated to the medical guarantees program—UAH 172.8 billion.
Of this amount:
- UAH 131 billion — for specialized medical care,
- UAH 23.7 billion — for primary healthcare,
- UAH 10.9 billion — for emergency medical care,
- UAH 7.2 billion — for reimbursement of the cost of medicines and medical devices.
The Ministry of Finance notes that this has ensured the continuity of basic healthcare services for the population.
Medicine procurement and response to threats
Separately, UAH 15.1 billion was allocated for the centralized procurement of medicines and medical devices.
Another 7.1 billion UAH was directed toward forecasting, detecting, and responding to outbreaks of infectious and non-infectious diseases, as well as public health emergencies.
UAH 5 billion was allocated for the implementation of public investment projects in the healthcare sector.
Additionally:
- 1.3 billion UAH — a subsidy to support individual healthcare facilities and blood services,
- 1.1 billion UAH — funding for World Bank projects in the health sector,
- 850.1 million UAH — for dental prosthetics and routine dental care for veterans.
First Deputy Minister of Finance Roman Yermolichev stated that the government has ensured uninterrupted funding for the healthcare system through 2025.
According to him, approximately 3 million people took advantage of the “Affordable Medicines” program, receiving necessary medications for free or at a reduced cost.
Plans for 2026
In 2026, funding for the healthcare sector is planned to increase to 258.6 billion UAH. In particular, 191.6 billion UAH is allocated for the medical guarantees program.
Separately, the government announced a new health screening program for people aged 40 and older, for which 10 billion UAH will be allocated.
