Following a record-breaking crowd in the subway, Kyiv residents have filed a petition: what they are asking to be banned

Kyiv residents are asking city officials to restrict the use of large sleeping bags in the metro during air raid alerts. A petition to this effect has been posted on the website of the Kyiv City State Administration, according to "Komersant Ukrainian"
The author of the petition, Natalia Tits, believes that such items take up too much space in metro stations, which are used as shelters during shelling, and cause discomfort for other people.
What Kyiv residents are proposing
The petition addresses the need to restrict the use of large sleeping structures in the Kyiv metro during air raid alerts. Specifically, this refers to:
- tents;
- inflatable beds;
- oversized mattresses;
- other large sleeping items.
According to the author, such items significantly reduce the capacity of shelters and prevent the effective use of space in the stations.
The petition text notes that a single tent or large mattress can take up as much space as would be enough for several people at once.
The author emphasizes that because of this use of space, other Kyiv residents often lack space in the shelters. This is especially true for:
- the elderly;
- pregnant women;
- children;
- people who arrive at the subway after the rush hour.
The appeal states that because of their large belongings, some people are forced to sit on the cold escalator steps, in the passageways, or remain near the station entrance.

What fine is being proposed
The author of the petition proposes not only banning the use of tents and large sleeping gear in the subway during emergencies, but also introducing penalties for violations.
The petition proposes setting:
- a fine of 5,000 hryvnias;
- confiscation of tents, inflatable beds, mattresses, and other bulky items.
In this way, the initiators aim not only to call for order but also to establish a concrete enforcement mechanism.
Why the issue has become relevant again
Following a massive Russian attack on the night of June 2, a record number of people—over 41,000—were sheltering in Kyiv metro stations.
Against this backdrop, numerous complaints began appearing on social media about large mattresses, tents, and other bulky items that were taking up a lot of space in the shelters.
It was after this that the issue of space usage in the metro during emergencies once again came into the spotlight.
What the Kyiv Metro is saying
Following the nighttime attack, the Kyiv Metro also urged people to use space in stations rationally during air raid alerts.
The metro asked people not to bring bulky items that could get in the way of others and make it harder to stay in the shelter.
