Coming out of the shadows: what has changed in the fixed-line Internet market in 2025

The market of fixed-line Internet providers in Ukraine in 2025 shows signs of legalization and growth, despite previous forecasts of its retreat into the shadows.
This is reported by "Komersant Ukrainian", citing a statement by the head of the Financial Committee Danylo Hetmantsev.
As of December 1, 2025, taxpayers from this segment paid UAH 6.1 billion to the state treasury, while in the same period in 2024 the amount was UAH 4.1 billion. This is an increase of UAH 2 billion, or 48.5%.
In the structure of revenues:
- Personal income tax and military duty – UAH 1.9 billion (61%);
- Corporate income tax – UAH 0.6 billion (25.8%);
- VAT – UAH 3.27 billion (58.1%).
The VAT payment rate increased from 8.61% to 9.71%, which also indicates a gradual legalization of business.
The average salary in the sector showed a significant increase: while in October 2024 it amounted to UAH 14.1 thousand, in October 2025 it reached UAH 17.9 thousand (26.9%).
“The market of fixed-line Internet providers is gradually coming out of the shadows: tax revenues, business profitability, and official incomes of employees are growing,” Hetmantsev wrote.
At the same time, he said, the market is still facing problems with the fragmentation of operators, and the work of the Bureau of Economic Security to stop violations and prosecute perpetrators has not yet become systematic.
