Payments to the families of prisoners of war: how to apply for assistance in the amount of up to UAH 100 thousand per year

Who is entitled to payments for a prisoner of war in captivity?
According to the current legislation, family members of servicemen held in captivity are entitled to receive financial assistance of up to UAH 100,000 once a year.
However, this category of relatives includes only a legally defined circle of persons who have the closest legal relationship with the POW. The definition of this concept was provided in the Law “On Principles of Preventing and Combating Corruption”.
In particular, family members include married persons, their children (including adults), parents, guardians, trustees and other persons who run a common household, live together and have mutual rights and obligations. This definition also applies to persons who live together but are not officially married.
How to establish the fact that a relative is a soldier in captivity: step-by-step instructions
Prepare an application
Fill out the application in the approved form. The application can be submitted by the person in captivity, as well as by his or her family members or legal representatives. The application form can be downloaded here: application form.
Collect the necessary documents. Attach the following documents to the application:
- A copy of the document confirming the citizenship of Ukraine of the person in captivity and the applicant (if the application is submitted on behalf of a relative); Documents confirming the relationship or status of the legal representative; A certificate confirming that the serviceman is or was in places of detention due to armed aggression against Ukraine; Documents confirming the fact and circumstances of deprivation of liberty (for civilians); An extract from the URPTI (if available);
- Notification from the security and defence forces about the person (if any).
Sending documents. Send all the collected documents to the following address:

- Waiting for the decision. After submitting the application, expect to receive a notification from the Commission on establishing the fact of deprivation of liberty.
How do I apply for payments to family members of a prisoner of war?
State financial assistance is provided to persons in respect of whom the Commission under the Ministry of Reintegration of Ukraine has established the fact of deprivation of liberty due to armed aggression against Ukraine. However, their family members can also receive this assistance, and they need to follow several steps.
Algorithm of actions for receiving payments:
Prepare an application.
Fill out the application in the prescribed form. In it, be sure to indicate that you are applying for “annual state financial assistance” and also indicate the years during which the person was in captivity.
Documents to be attached to the application:
- A copy of the applicant’s identity document;
- Documents or other information to confirm the fact of deprivation of liberty due to armed aggression against Ukraine;
- A certificate with the details of the bank account to which the payment will be made.
- Submission of documents. The package of documents can be sent by mail to the address of the Ministry: 13 Chokolovsky Boulevard, Kyiv, 03186. It is also possible to submit documents by email: [email protected].
- Waiting for payment. After the application has been reviewed, if the decision is positive, the family will receive an annual financial allowance. However, it should be noted that if you do not meet the criteria, the allowance may be cancelled and the funds already paid may be returned to the state.
