Manufacturers of components for military equipment are promised grants. But there are conditions

The Ministry of Economy of Ukraine and the Ministry of Strategic Industries are launching a new grant program for manufacturers of components for weapons and military equipment. This was reported by the Ministry of Economy, according to [Kommersant].

This grant program is called “Made for Victory” and is aimed at encouraging the localization of production of components for weapons and military equipment. A total of UAH 1 billion has been allocated for the program.

What are the terms of the funds?

Enterprises can receive up to UAH 8 million to purchase equipment, including the introduction of new software, on a co-financing basis – 50% is covered by the state and 50% by manufacturers. There are special conditions for companies in the frontline regions and UAV manufacturers – the grant can cover up to 80%. There is no need to return these funds.

Funding will be provided not only for the purchase but also for the delivery and installation of equipment.

Both operating companies and those planning to start production can apply. It is important that the company meets the basic requirements of transparency, tax discipline, and has no ties to the aggressor state.

How to get a grant

You can apply through the Diia portal. The algorithm is as follows:

– choose a bank, fill out an application and business plan,

– have an interview and show the bank’s production,

– The Ministry of Economy reviews applications every two weeks,

– after a positive decision, the company transfers its own share to the bank,

– then the state finances the project.

There is already a program of preferential lending for defense manufacturers

Last year, Ukraine launched a program of affordable loans for the defense industry. The interest rate for manufacturers is 5%. The loan amount is up to UAH 100 million for working capital for up to 3 years, and up to UAH 500 million for investment projects for up to 5 years.

The program can be used by enterprises, institutions, and organizations that are determined by the Ministry of Strategic Industry to be critical to the functioning of the economy during a special period in the defense industry.

The funds received under the program can be used for the development, manufacture, repair, modernization and disposal of weapons, military and special equipment, ammunition, their components and other military products used to meet the needs of the Defense Forces.

The first available loan under this program of preferential lending for defense manufacturers was issued at the end of December 2024. It was granted to a company that produces electronic warfare and electronic warfare equipment.

Which manufacturers are eligible for the Made to Win program?

More than 100 manufacturers of components for weapons and military equipment are currently operating in Ukraine.

According to the Ministry of Strategic Industries of Ukraine, these companies manufacture a wide range of products: flight controllers, engines, frames, initiation boards, consoles, CRP antennas, etc. Last year, engines for UAVs were introduced that were entirely made in Ukraine. Ukraine is also already producing drones that consist of 100% Ukrainian components.

In particular, we are talking about the Ukrainian manufacturer of FPV drones Vyriy Drone, which in March presented the first serial batch of 1000 drones, which are assembled only from parts of domestic origin. [Kommersant]talked about it.

The goal of the Made for Victory program is to scale up this trend and increase the percentage of Ukrainian components in defense industry products.

The “Library of Components” has been launched in Ukraine

This is a secure digital platform where manufacturers of weapons and components – including UAVs, EW/RECs – can easily find each other, establish partnerships and expand local production. The library is available on the website of the Ministry of Strategic Industries of Ukraine here. The Ministry administers and moderates the service.

According to Anna Hvozdyar, Deputy Minister for Strategic Industries, this is a closed database for verified manufacturers only: authorization is done through Diia, and verification by an internal moderator is done for both sellers and buyers. After authorization, the buyer gets access to offers and product characteristics, and can also request the system moderator to obtain the contacts of the component manufacturer.

What is the potential of Ukraine’s defense industry?

Secretary of the Parliamentary Committee on National Security, Defense and Intelligence, Colonel Roman Kostenko of the Security Service of Ukraine (SBU), in a program by Ihor Dolhov on the Ukrinform YouTube channel , assessed the capabilities of the Ukrainian defense industry.

According to him, “in 2022, our military-industrial complex fulfilled state orders worth about 70-80 billion hryvnias – this was its capacity, in 2023 this amount was already more than 200 billion, in 2024 – almost 400 billion.” In 2025, the MP believes that the Ukrainian defense industry is ready to fulfill orders worth UAH 1.5 trillion.
