WIM brought in over UAH 6 million to the budget in a month: where roads are most congested

In January 2026, the Weigh-in-Motion (WIM) automatic weight and size control system generated more than UAH 6.29 million in fines for trucks exceeding weight limits. This was reported by the Agency for Restoration, according to "Komersant Ukrainian".
This is not just about the fiscal effect — the authorities see WIM as one of the key tools for preserving road infrastructure in conditions of war and limited resources for repairs.
Where violations occur most often
According to the agency, in January, the most violations were recorded in:
- Dnipropetrovsk region — 28 cases
- Kharkiv region — 26
- Poltava region — 21
These regions remain among the leaders in terms of freight traffic intensity, in particular due to logistics for industrial and military needs.
How the WIM system works
The WIM (Weigh-in-Motion) system allows vehicles to be weighed without stopping:
- the equipment is installed in the upper layer of the road surface or on bridges and overpasses;
- data on axle load and total vehicle weight is collected in real time;
- the information is automatically transmitted to the Ukrtransbezpeka data processing center.
The agency emphasizes that the system operates around the clock and eliminates the human factor, which was previously a source of abuse during manual inspections.
“This is not only additional funding, but also the preservation of hundreds of kilometers of roads,” the agency emphasizes.
Why is this important for roads?
Overloaded trucks are one of the main reasons for
- premature destruction of road surfaces;
- damage to bridges and overpasses;
- increased costs for major repairs.
Automatic recording of violations creates an economic incentive for carriers to comply with regulations and reduce the load on infrastructure.
How many sites are operational and what is preventing expansion
As of now:
- 103 WIM sites are at various stages of development;
- 62 sites have already been brought to a state that allows their data to be used for imposing fines;
- some of the sites have been destroyed or damaged as a result of hostilities, sabotage, and terrorist acts by Russia.
In 2025, the construction, certification, and commissioning of three new WIM sites were completed.
In the first nine months of 2025, thanks to automatic systems for recording violations of road safety, more than UAH 95 million was transferred to the budget.
