How to apply for an electronic pension certificate: step-by-step instructions from the Pension Fund

Ukrainian pensioners have been given the opportunity to apply for an electronic certificate only, without receiving a paper document at the same time. The Pension Fund of Ukraine explained how to do this, "Komersant Ukrainian" reports.
“An e-pension certificate is an electronic document that confirms the fact of granting a pension and does not require additional presentation of a paper pension certificate. If desired, a person who has been granted a pension can receive a pension certificate exclusively in electronic form without producing a paper one,” said Yevgeniy Kapinus, Chairman of the Board of the Pension Fund of Ukraine.
You can create such an e-document through the web portal of electronic services of the Pension Fund of Ukraine or by contacting the nearest service center of the Fund.
Who will benefit from the e-pension certificate
This service can be useful for
- pensioners who are abroad and cannot visit Ukraine to obtain a paper certificate;
- pensioners who, for various reasons, cannot obtain a document at the Fund’s service centers.
What documents are required
Before applying for an e-pension certificate, a person must have scanned copies of the following documents
- certificate of taxpayer identification number
- passport of a citizen of Ukraine (passport-booklet or ID-card;
- a color photo taken within the last 6 months, 3×2.5 mm in size;
- physical signature in black (the scan will need to be converted to jpg format).
How to order an electronic pension certificate: step-by-step instructions
First, you need to go to the web portal of the Pension Fund of Ukraine and log in using a qualified electronic signature (QES).
A qualified electronicsignature is an advanced electronic signature that is created using a qualified electronic signature tool and is based on a qualified public key certificate.
You can get a QES at :
- PrivatBank. This service is free for clients of the financial institution. You can get a QES in the personal account of the Privat 24 mobile application or by contacting a bank branch.
- oshchadbank’s online chatbot, the service is free for bank customers.
- The Ministry of Internal Affairs.
- The State Tax Service.
After that, in the left panel of your personal account, in the section “On Pensions”, select the tab “Application for Pension Certificate”.
In the next field that opens, select the option “Application for issuance of a pension certificate in electronic form (without issuing a paper original or a payment card that is also a pension certificate)”.
In the window that appears, read the instructions and click the “Continue” button.
The system will then prompt you to fill out an online application form. You will need to provide your personal data there.
After filling out the application, you must attach the scanned documents mentioned above and click the “Create application” button.
Pension Fund experts recommend that you read the completed application carefully again and only then select the option “Sign and send to the Pension Fund”.
The response to the application can be viewed in your personal account on the Pension Fund of Ukraine web portal in the section “My Applications” – “Application Status”.
Where is the electronic certificate stored?
The electronic pension certificate is displayed in the Diia mobile application. If a person has received an old-age pension, the certificate will be automatically pulled into the application.
When it comes to an e-certificate issued in connection with a disability or loss of a breadwinner, you will have to add such a document to the mobile administrative services application yourself. The same applies to people who have been granted a long-service pension.
To do this, you need to scroll through all the documents in the application and click “Add document” – “Pension certificate”.
