How to prepare the necessary documents while the registers of the Ministry of Justice are not working

The Ministry of Justice has explained how notarial acts will be performed during the period when the registries resume their work. The information was published on the Government portal, "Komersant Ukrainian" reports.

Registration of information on wills, amendments to them, revocation of wills, inheritance cases, inheritance contracts, amendments to them, termination of inheritance contracts, their duplicates, and notarization of powers of attorney, termination of their validity is carried out without using the Inheritance Register and the Unified Register of Powers of Attorney with subsequent entry of relevant information into it. This will be the case until experts establish stable operation of the information systems.

Ukrainians can also apply to a notary for notarial acts that are not related to verification of information contained in the State Register of Real Property Rights and the Unified State Register of Registration of Legal Entities, Individual Entrepreneurs and Public Organizations.

The following notarial acts are currently available

  • notarization of wills and powers of attorney;
  • issuance of duplicates of notarial documents kept in the notary’s files;
  • certification of the authenticity of copies (photocopies) of documents and extracts therefrom;
  • certification of the authenticity of signatures on documents, including certification of the authenticity of signatures on the consent to the child’s travel abroad unaccompanied by one of the parents;
  • certification of the accuracy of translation of documents from one language into another;
  • making executive inscriptions.

In addition, people were provided with the opportunity to have a notary open an inheritance case at the request of the heir.

As a reminder, on December 19, 2024, Ukraine suffered one of the largest external attacks that affected state registries. The hackers paralyzed dozens of key systems, which led to the suspension of important services and jeopardized the safety of critical data.

According to the SBU, according to the main version of the investigation, the special services of the aggressor country, Russia, are behind the large-scale cyberattack on Ukraine’s state registries. In particular, it could have been carried out by hackers affiliated with the hostile intelligence service of the Russian GRU.
