“Quality, not quantity”: BES changes approach to detectives’ work

The Bureau of Economic Security plans to move away from the traditional approach, when the agency’s performance is measured by the number of investigated cases per employee.
Oleksandr Tsyvynskyi, Director of the BES, said this in an interview with the YouTube channel "Komersant Ukrainian".
“I am sure that we will completely move away from the ratio of the number of cases per employee. We are an analytical body, and there will be more analysts than detectives. I am not interested in quantity, but in quality (of investigated cases – ed.),” Tsyvinsky said.
According to him, one large case involving a complex scheme and 50 detectives can have a much greater effect than dozens of small investigations.
“If through one case we can bring to justice an entire network, 40-50 people with beneficiaries, even with an international investigation, then this is a real result. And if everyone investigates 10 cases per person, there will be an indicator, but the effect for the country will be almost imperceptible,” explained the BES director.
