EIB approves a new wave of infrastructure reconstruction: 11 projects for Ukrainian communities

Ukraine is preparing to implement another package of infrastructure restoration projects with the participation of the European Investment Bank.

An expert working group under the Ministry of Communities and Territories Development has recommended 11 initiatives for implementation, most of which relate to frontline and internally displaced regions, "Komersant Ukrainian" reports.

What exactly was approved

Of the 11 recommended projects , seven are in the Dnipro region. They include the reconstruction and construction of shelters, the restoration of water supply systems, and the creation of social infrastructure facilities.

In particular, the communities of the region plan to:

  • equip a rehabilitation unit,
  • build dual-purpose buildings and modular shelters
  • restore and modernize water supply networks,
  • overhaul radiation shelters.

Four more projects have been recommended for communities in Mykolaiv Oblast: they relate to civil protection, repair of an educational institution, and reconstruction of the water supply system.

Under which programs

The projects will be implemented jointly with the European Investment Bank under the

  • Emergency Credit Program for Ukraine’s Recovery,
  • Ukraine Recovery Program,
  • Ukraine Recovery Program III.

According to Oleksiy Ryabikin, Deputy Minister of Community and Territorial Development, the funding can be used to restore housing and communal services and social infrastructure in the regions that have suffered the most from the war or have received a significant number of IDPs.

All selected initiatives will be submitted to the European Investment Bank for final approval. The commission evaluating the applications includes representatives of several ministries and local governments.

The Ministry of Development emphasizes that projects are selected through the DREAM electronic system, which allows communities to apply and be evaluated in an open and transparent format.

Post-war reconstruction of Ukraine based on the principle of Build Back Better

The selection of new projects is part of a large-scale strategy for the post-war reconstruction of Ukraine based on the principle of Build Back Better. At the same time, the government is revising the rules for calculating the cost of construction work, attracting new tranches of EIB funding, and creating separate support packages for frontline communities.
