22 August 2025 10:52
The head of the Office of the President of Ukraine, Andriy Yermak, has announced an initiative to reform the structure of the agency in order to attract servicemen and combat veterans to positions at different levels. He wrote about it on Facebook, "Komersant Ukrainian" reports.
According to Yermak, the initiative stipulates that a significant part of the Office’s employees will consist of servicemen with proven combat experience of full-scale war or veterans. It would apply to “all departments without exception.”
“We are talking about people who have been through the front lines. They know what discipline, responsibility and brotherhood are. And most importantly – caring. Not all of them are cadre military, many volunteers left the civvies. Some worked in successful companies. And the state should be grateful to them.”
– wrote Yermak.
According to him, the President of Ukraine Volodymyr Zelensky supported this initiative.

As an example, Yermak recalled his deputy Colonel Pavel Palisa, who previously commanded the 93rd separate mechanized brigade “Cold Yar”.
“In the war, he was responsible for the lives of his subordinates and the success of combat operations. Now, in the Office he demonstrates the same speed, honesty and integrity – for him it means staying true to himself and the country. This is the kind of culture that should be extended to the entire civil service in the future.”
– believes the official.
The head of the OP also called on business, IT sphere and cultural institutions to more actively involve veterans in their teams, calling it a step towards the creation of a stronger and fairer system.
Specific terms for the implementation of the reform and mechanisms for selecting candidates have not been announced yet.
Ukraine currently has no clear legal quotas for hiring veterans for government positions or other vacancies, but there is a consensus in society that they may have priority over other citizens. At the same time, a number of positions have now been created specifically “for veterans” in local self-government bodies or under state authorities.
