“Winter” speed limit to be introduced on November 1

Starting today, November 1, “winter” speed limits will be introduced on the roads of all Ukrainian cities. This was reported by "Komersant Ukrainian" with reference to the press service of the National Police of Ukraine on Facebook.
According to the first deputy head of the Patrol Police Department, Oleksiy Biloshytsky, the Traffic Rules in Ukraine are not changing. They are only being transferred to the “winter period”.
He clarified that paragraph 12.8 of the traffic rules has existed for a long time. It provides for the possibility of establishing a different speed limit on the roads during the summer period.
“In some cities of our country, in particular in Kyiv and Dnipro, signs with a higher speed limit were installed on road sections where both road conditions and road safety allow it. That is, 80 km/h for the summer period,” he said during the telethon.
As this period is now coming to an end, starting November 1, such signs will be changed to standard signs, which means the speed limit will be 50 km/h.
Thus, since winter is always a period of increased danger for all road users, road signs on those road sections (in some cities of Ukraine) where the speed limit was allowed to be increased to 80 km/h in the warm season will be changed to 50 km/h.
Where exactly will the speed limit be changed in Kyiv and Dnipro?
Biloshytskyi has published a list of locations in Kyiv and Dnipro where the speed limit will be changed (in accordance with the decisions of the Kyiv City Council and the Executive Committee of the Dnipro City Council).
In Kyiv, the speed limit is changed from 80 km/h to 50 km/h in eight areas, namely
- roman Shukhevych Avenue (from the Northern Bridge to Honore de Balzac Street)
- naberezhno-Rybalska Street (from Havanskyi Bridge to Elektrykiv Street);
- Naddnipryanske highway;
- Naberezhne Shosse (from Poshtova Square to Naddnipryanske Shosse);
- Stolychne Highway (to Akademika Zabolotnoho Street);
- mykola Bazhana Avenue (from the Southern Bridge Crossing to Kharkivska Square);
- stepan Bandera Avenue (from Obolonskyi Avenue to the Northern Bridge);
- p-69 road (from Ozerna Street to the Kyiv city limits).
In Dnipro, the speed limit is reduced from 70 km/h to 50 km/h in the following areas:
naberezhna Zavodska Street, except for the following areas:
- 200 meters on both sides of the intersection with Akademika Pavlova Street;
- from the exit from the slag dump to the turn to the Kaidatsky Bridge;
- 50 meters on both sides of the unregulated pedestrian crossings near the intersections with Fatima Gafurova Street (Ice Arena and Metrobudivska Street);
naberezhna Peremohy Street (from Yaruzhna Street to Kosmichna Street);
zaporizke Highway (from Shynna Street to Aeroportivska Street);
donetske Highway (from the intersection with Berezynska Street to road signs 5.45 and 5.46 “Dnipro”);
Solnechna Naberezhna, from the intersection with Lyubarskoho Street to the Ust-Samarskyi Bridge (except for the sections 50 meters before the unregulated pedestrian crossings on both sides);
tsentralnyi Bridge;
kaidatsky Bridge.
The deputy head of the Patrol Police Department said that on streets and roads where automatic recording of traffic violations is carried out, the automatic recording systems will be reconfigured to the current permitted speed:
- in Kyiv – on Naberezhne highway, 4,
- in Dnipro – at 64 Naberezhna Zavodska and 38-A Naberezhna Peremohy streets.
The automatic violation detection complexes will be reconfigured to the current speed limit!
