Subsidies start on October 1: who needs to apply again

Starting October 1, 2025, the Pension Fund of Ukraine will start automatic recalculation of housing subsidies for the heating season of 2025-2026. This is reported by "Komersant Ukrainian" with reference to the press service of the Pension Fund of Ukraine.

This process will cover most households that have already received assistance, as well as those who received a subsidy of UAH 0.00 in the summer – for them, the amount of assistance will be determined automatically.

When the heating season starts

The housing subsidy is calculated taking into account the duration of the heating season – from October 16 to April 15 inclusive, in accordance with paragraph 70 of the Regulations approved by the Cabinet of Ministers of Ukraine No. 848 of October 21, 1995.

For what period is income taken into account?

When calculating subsidies for the heating season 2025-2026, household income for the first and second quarters of 2025 is taken into account.

For pensioners, the calculation includes the accrued pension for August 2025.

Who has to submit a new application

The Pension Fund of Ukraine should be contacted by those citizens who:

• are applying for a subsidy for the first time;
• had changes in the composition of registered persons or family;
• changed the list of housing and communal services or suppliers;
• repaid utility bills or entered into a restructuring agreement;
• disputed the issue of debt in court.

Documents required to apply for a subsidy

The following documents are required to apply for a subsidy:

1. An application for a housing subsidy;
2. A declaration of income and expenses (in the prescribed form).

Additional documents may be required:

• a housing lease agreement – if the applicant does not live at the place of registration
• a copy of the debt restructuring agreement – if there was a debt;
• iDP certificate – if the applicant is applying at the place of actual residence.

How to submit documents

There are several ways to apply for a subsidy:

• In person – at a service center of the Pension Fund of Ukraine;
• By mail – to the address of the territorial body of the Pension Fund of Ukraine;
• Online – through the Pension Fund’s electronic services web portal or the Pension Fund mobile application;
• Through ASCs, authorized persons of territorial communities or the Diia portal.

When to apply for a subsidy

• If the documents are submitted from October 1 to November 30, 2025, the subsidy is granted from the beginning of the heating season.
• If the application is received after November 30, the subsidy is granted from the month of application.

Important to know

• All calculations are made by the Pension Fund automatically, without the need to reapply for most recipients.
• If your family’s income or household composition has changed, be sure to notify the Pension Fund to avoid errors in the calculation.
