With an eye on next winter: regions ordered to strengthen energy resilience

During a meeting with representatives of the Ministry of Development, the Ministry of Energy, the Presidential Administration, and energy companies, Prime Minister Yulia Svyrydenko outlined areas of work to ensure Ukraine’s energy stability. The main goal is to prepare for the next heating season amid risks to the energy system.

This was reported by the Department of Information and Public Communications of the Cabinet of Ministers Secretariat, according to "Komersant Ukrainian".

“We have no illusions — the enemy will continue to attack the energy sector even when the weather gets warmer. Therefore, we are already preparing clear plans for sustainability at the level of each region to ensure the uninterrupted operation of life support systems and the readiness of communities for next winter,” Svyrydenko emphasized.

The head of government outlined the components of the plan. The document should include:

  • physical protection of critical infrastructure facilities;
  • development of distributed power generation in the regions;
  • introduction of alternative power sources for life support systems;
  • development of distributed heat generation.

Based on the results of the meeting, the OVA, together with the relevant ministries and NEC Ukrenergo, must develop and submit regional energy sustainability plans with clear steps for their implementation. Each region must:

  • identify a list of critical infrastructure facilities that require priority protection and autonomous power supply;
  • draw up a step-by-step plan with deadlines for its implementation before the start of the heating season;
  • determine the need for equipment and financing of works; determine the resources necessary to implement the plan.

“The next task is to synchronize regional plans with the state’s capabilities and ensure their timely implementation,” said Yulia Svyrydenko.

As a reminder, the government has allowed grants and loans for energy equipment to be combined. From now on, condominiums and housing cooperatives can simultaneously use grant assistance and preferential loans to purchase the same energy equipment.
