The Ministry of Education and Science of Ukraine has held a tender for the service of “modernising the software of the State Electronic Database of Education and Training in 2024”. It will cost the state budget more than UAH 50 million, reports "Komersant Ukrainian" reports citing data fromthe public procurement portal Prozorro.

In the summer, the Ministry of Education and Science signed an agreement with the Research Institute of Applied Information Technologies for UAH 52,624,500.00. The contractor will use these funds to upgrade the software of the Unified State Electronic Database on Education.

At the stage of the tender announcement and signing of the first agreement, it was discussed that the Ministry of Education and Science’s order would be implemented within 2024.

But later, an additional agreement was signed, in which part of the payment for the service is to be made in 2025, which may indicate that the contractor did not meet the initially set deadlines for the modernisation.

“The Research Institute of Applied Information Technologies, which was awarded the multimillion-dollar contract, was the only participant in the tender procedure. The company is headed by Iryna Tytarenko, who, according to the registers, used to run a hairdressing business.

OpenDatabot contains a link to the official website of the contractor – www.ndipit.com.ua. It does not contain a single word about the company’s experience in fulfilling such orders. The page itself is filled with messages from government agencies, and its appearance can hardly be considered an example of effective and modern technological solutions.
