Violations in nature reserves will have to be paid 50 times more: details of the bill

The Verkhovna Rada of Ukraine today supported in the first reading draft law No. 11309 aimed at strengthening administrative liability for offenses in protected areas. The draft law was voted in favor by 237 MPs, "Komersant Ukrainian" reports.

According to the Minister of Environmental Protection Svitlana Hrynchuk, this bill is an important addition to Law No. 4188-IX, adopted on January 8, 2025, which banned the movement of motor vehicles in nature reserves and other objects of the nature reserve fund.

The minister emphasized the problem of inefficiency of existing fines: today they range from UAH 153 to 408 for citizens and from UAH 255 to 510 for officials. In 2024, 661 protocols were drawn up and fines were imposed in the amount of only UAH 89.24 thousand, while real damage to nature exceeded UAH 430 million.

Future fines

The new draft law proposes to increase fines by 50 times:

  • for individuals – up to UAH 8.5-17 thousand
  • for officials – up to UAH 17-25.5 thousand.

The increase in fines for environmental crimes is also envisaged by Ukraine’s European integration commitments, the minister says.

“It’s not just about changing the philosophy of responsibility for environmental damage – it’s also about our international obligations, in particular Article 361 of the EU-Ukraine Association Agreement, which defines environmental protection as a strategic issue. Increasing fines is one of the most effective ways to protect biodiversity from destruction and negative impact of vehicles,”

– said Svitlana Hrynchuk.
