Over the course of a year, law enforcement agencies uncovered violations amounting to over UAH 12 billion with the participation of the State Audit Service, according to Alla Basalayeva.

The participation of auditors in criminal investigations has helped law enforcement agencies uncover financial violations amounting to more than UAH 12 billion. This was stated by Alla Basalayeva, head of the State Audit Service of Ukraine, during a public report on the results of the service’s work in 2025, according to "Komersant Ukrainian".

According to her, the cooperation between auditors and law enforcement agencies aims to increase accountability for financial violations in the public sector.

12 billion violations: what the investigation revealed

According to the audit service, the agency’s specialists participated in pre-trial investigations as experts.

As a result of this cooperation, law enforcement agencies identified financial violations amounting to more than UAH 12 billion.

The service explains that auditors help investigators to

  • analyze financial documents
  • identify mechanisms of abuse
  • assess the scale of damage caused

Thousands of materials for law enforcement agencies

During the year, auditors submitted more than 2,600 materials to law enforcement agencies.

These are the results:

  • audits
  • inspections
  • other state financial control measures.

It is on the basis of these materials that law enforcement agencies often open criminal proceedings.

Almost 500 new criminal investigations

According to the service, in 2025, almost 500 pre-trial investigations were initiated based on the materials provided by auditors.

These are cases related to:

  • possible embezzlement of budget funds
  • violations in the use of state property
  • financial abuses in state institutions.

How much did the state lose?

Separately, during the report, data on financial violations that auditors found during audits were made public.

In 2025, audits showed:

  • almost UAH 10 billion in losses of financial and material resources.

This could be either illegal spending or inefficient use of state funds.

Some of the funds were recovered

At the same time, the auditors reported that some of the resources had been recovered.

According to their data:

  • more than UAH 3.4 billion has already been reimbursed or recovered.

This is the result of the implementation of the audit service’s instructions and decisions based on the results of the audits.

Why auditors work with investigators

According to Basalayeva, the key goal of cooperation with law enforcement agencies is to ensure that financial violations are inevitably punished.

The service emphasizes that auditors not only record violations but also transfer materials that may become evidence in criminal proceedings.
