Infrastructure protection: the government has simplified public procurement rules

The government has adopted amendments to public procurement rules drafted by the Ministry of Economy, Environment, and Agriculture, which will enable more effective protection of critical infrastructure. This was reported by the press service of the Ministry of Economy, according to "Komersant Ukrainian".
These changes were prepared to implement regional resilience plans, taking into account the National Agency for Corruption Prevention’s (NAZK) recommendations to minimize risks in the public procurement process.
“Given the constant threat of shelling, traditional open bidding procedures can take a long time. The adopted innovations will allow for the fastest possible restoration of damaged equipment, the construction of new distributed generation facilities, and the provision of backup power for cities’ life support systems,” the statement reads.
Key changes:
- Extension of the ability to enter into direct contracts for the implementation of pilot projects involving the construction and repair of critical infrastructure facilities until October 15, 2026.
- From now on, direct contracts can be used to procure not only power equipment (generators, cogeneration units, transformers) but also work and services related to their installation and physical protection.
- Cogeneration units can be serviced promptly. This will help avoid prolonged interruptions in heat and electricity supply due to bureaucratic delays.
“All procurements will be carried out in accordance with the principles of transparency. Information about the contracts will be posted in the Prozorro system, but without open access to sensitive data, so as not to endanger the facilities,” the Ministry of Economy assured.
Earlier, the government allocated 9.2 billion hryvnias to protect 245 critical infrastructure facilities in non-frontline regions as part of preparations for the coming winter, and an additional 12.85 billion hryvnias to protect critical infrastructure in frontline regions and the Kyiv region.
