Zaluzhnyi is ahead of Zelenskyi in the trust rating among Ukrainians

In July 2025, the former Commander-in-Chief of the Armed Forces of Ukraine and current Ambassador of Ukraine to the United Kingdom, Valeriy Zaluzhnyi, retains the highest level of trust among Ukrainians. The general is trusted by 73 percent of respondents, while 18 percent do not trust him. These are the results of a survey conducted by the Sociological Group “Rating”, "Komersant Ukrainian" reports

According to sociologists, the highest level of trust in Valeriy Zaluzhnyi was recorded in 2024 before the general’s resignation in February 2024 and immediately after. At that time, his rating reached 90 percent.

The President of Ukraine Volodymyr Zelenskyy was ranked second with a level of trust of 67 percent. The head of state is distrusted by 29 percent of Ukrainian citizens.

Zelensky’s rating dropped after the resignation of Valeriy Zaluzhny from 68 percent to 57 percent. However, it rose in early 2025 after the conflict with the United States and has remained stable since March.

The head of the Main Intelligence Directorate, Kyrylo Budanov , ranks third in the rating with 56 percent. The head of the GRU is distrusted by 22 percent.

Budanov is followed by the current commander-in-chief of the Ukrainian army, Oleksandr Syrskyi, with 41 percent. At the same time, 37 percent of respondents do not trust the military.

The head of the Ukrainian government, Denys Shmyhal , was trusted by 25 percent of respondents, while 53 percent did not trust him.

The survey was conducted on July 4-5, 2025, among a thousand respondents. The sample is representative in terms of gender, age and type of settlement. The margin of error is no more than 3.1 percent with a confidence level of 0.95.
