President of Ukraine Volodymyr Zelenskyy has signed the law “On Amendments to Certain Laws of Ukraine on Strengthening Certain Guarantees of Media, Journalists and Citizens’ Access to Information” (No. 4212-IX). The corresponding mark appeared in the bill’s card on the Verkhovna Rada’s website, "Komersant Ukrainian" reports

The document, adopted by the Verkhovna Rada on January 14, provides for the openness of the work of parliamentary committees: publicity of their meetings, live broadcasting and video recording of open meetings, access to minutes and transcripts.

The law also expands the transparency of local councils, providing citizens with access to information about their work and decisions.

According to Yaroslav Yurchyshyn, chairman of the parliamentary Committee on Freedom of Speech, committee meetings must now be broadcast online, and video recordings must be made publicly available within 24 hours after the meeting.

According to the MP, the law also stipulates that information on what exactly MPs are considering should be made public no later than 24 hours before the meeting.

“Journalists and members of the public will once again be able to attend committee meetings. This actually brings the work of the parliament back to the transparency standards that were in place before the covid and security restrictions. The same rules will also apply to local representative authorities,” added Yurchyshyn.

As a reminder, on January 14, 2025, the Verkhovna Rada adopted draft law No. 11321, which provides for the admission of journalists and the public to meetings of parliamentary committees. Media professionals and civil society organizations have repeatedly called for the adoption of this law.
