A deposit of nearly UAH 18 million: developments in the case of army procurement in Odesa

In Odessa, law enforcement officers exposed two former heads of the Odessa Housing and Maintenance Department (HMD) of the Logistics Forces of the Armed Forces of Ukraine, who are suspected of negligence in the performance of their duties during public procurement for the army. This was reported by the press service of the Office of the Prosecutor General, according to "Komersant Ukrainian".
According to the Office of the Prosecutor General, the state suffered losses of UAH 18 million as a result of contracts for the purchase of army beds.
What are the suspicions?
The investigation claims that officials allowed the purchase of army beds at prices that were almost twice the market price.
The prosecutor’s office notes that the heads of the KEU:
- failed to ensure proper control over the use of budget funds,
- did not designate a person responsible for monitoring market prices,
- concluded contracts with the same company on terms that were disadvantageous to the state.
Two periods — two episodes
These are two separate episodes that occurred during different periods of management:
- November 2022 – August 2023,
- August 2023 – December 2024.
According to the investigation, both episodes resulted in significant financial losses for the budget.
What decisions did the court make?
Both former officials have been notified of the charges against them and have been detained.
The court imposed preventive measures in the form of detention with the alternative of bail:
- 17 million 638 thousand 400 hryvnias for one of the suspects,
- 998,400 UAH — for the other.
