Zelensky discussed the law on NABU with von der Leyen: what is known

On Sunday, July 27, President of Ukraine Volodymyr Zelenskyy discussed with President of the European Commission Ursula von der Leyen the adoption of a bill that would restore the independence of the National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAP).

This was reported by "Komersant Ukrainian".

“We talked about a bill that guarantees the independence and effectiveness of Ukraine’s anti-corruption agencies. I thanked the European Commission for its expertise. We share the same vision: it is important that the draft law be adopted immediately, next week,” Zelenskyy wrote on social media after the conversation.

Von der Leyen, in turn, noted that Ukraine has already achieved a lot on its European path and can count on the EU’s support in this matter.

“It must build on these solid foundations and preserve the independent anti-corruption bodies that are the cornerstones of the rule of law in Ukraine,” the EC President emphasized in a post on the social network X.

The President also assured von der Leyen that Ukraine continues to implement reforms to receive financial assistance from the European Union under the Ukraine Facility mechanism.

He said that on Sunday he had signed the laws adopted by the Verkhovna Rada on the reform of the National Agency of Ukraine for Finding, Tracing and Management of Assets Derived from Corruption and Other Crimes (ARMA) and factoring.

The first law introduces new requirements for the Head of ARMA and the selection procedure, as well as mandatory independent audit of the Agency’s activities.

The second law improves the regulation of factoring activities in Ukraine – financial transactions in which receivables are assigned by a client to a factoring company, as well as the relations between factors, clients and debtors in the provision of factoring services.
