Zelensky has updated the composition of the National Security and Defense Council: who has been included and who has been removed

Ukrainian President Volodymyr Zelensky has signed a decree updating the membership of the National Security and Defense Council of Ukraine. This was reported by "Komersant Ukrainian", citing Zelensky’s decree.
The relevant document comes into force on the day of its publication.
According to the decree, First Deputy Prime Minister and Minister of Energy Denys Shmyhal and Minister of Defense Mykhailo Fedorov have been appointed to the NSDC. At the same time, Vasyl Malyuk, who previously headed the Security Service of Ukraine, has been removed from the Council.
Who joined the NSDC
With the updated decree, the president approved the following members of the National Security and Defense Council of Ukraine:
- Denys Shmyhal — First Deputy Prime Minister of Ukraine, Minister of Energy of Ukraine;
- Mykhailo Fedorov — Minister of Defense of Ukraine.
Who was removed from the Council
In accordance with the decision of the head of state, Vasyl Malyuk, former head of the Security Service of Ukraine, was removed from the NSDC.
What the presidential decree says
The document states that the changes are made to partially amend Article 1 of the Decree of the President of Ukraine No. 501/2025 of July 19, 2025, “On the Composition of the National Security and Defense Council of Ukraine,” taking into account the following changes.
The decision was made on the basis of part four of Article 107 of the Constitution of Ukraine, which defines the powers of the president in forming the composition of the NSDC.
