Zelensky appoints deputy head of the Foreign Intelligence Service

President Volodymyr Zelenskyy has signed a decree appointing a new deputy head of the Foreign Intelligence Service of Ukraine. The relevant decree was published on the website of the President of Ukraine, "Komersant Ukrainian" reports

It is noted that the head of state signed Decree No. 470/2025 “On the appointment of R. Marchuk as Deputy Head of the Foreign Intelligence Service of Ukraine.”

“To appoint Roman Marchuk as Deputy Head of the Foreign Intelligence Service of Ukraine,” the document says.

The document was published on July 8 on the website of the head of state and came into force on the day of publication.

It is worth recalling that on October 2, 2024, Zelensky signed Decree No. 679/2024, by which he dismissed Oleh Luhovskyi from the post of Deputy Head of the Foreign Intelligence Service, and by Decree No. 681/2024 appointed him First Deputy Head of the agency.

The Foreign Intelligence Service of Ukraine is a special state body that collects, analyzes and evaluates information from abroad that is necessary to ensure the national security of Ukraine.
The Service was established in 2004 and has become an important mechanism in the struggle to protect state interests in the international arena.

What we know about Roman Marchuk

Roman Marchuk is a specialist in public administration and national security. In 2014-2015, he served as Deputy Head and later as Acting Head of the Chernivtsi Regional State Administration. In the 2000s, he worked as an assistant consultant to MPs and was a military policy analyst at the National Security and Defense Council.

Marchuk was born in 1982. In 2010, he graduated from the National Academy for Public Administration under the President of Ukraine with a master’s degree in public administration.
