Zelenskyy imposes sanctions for the export of historical property

President of Ukraine Volodymyr Zelenskyy has signed decrees imposing new sanctions against a number of individuals and companies that conduct illegal activities in the temporarily occupied territories of our country. The relevant documents No. 67/2025 and No. 68/2025 have been published on the government portal, "Komersant Ukrainian" reports
These decrees consolidate yesterday’s decision of the National Security and Defense Council to impose sanctions on 57 captains of the Russian “shadow fleet,” 55 abductors of Ukrainian cultural heritage in Crimea and three museums registered in the temporarily occupied territories
The sanctions list includes 56 Russian citizens and one Iranian citizen who are captains of Russian “shadow fleet” vessels and are involved in the export of Russian oil bypassing the price ceiling by transshipment at sea and other illegal measures.
The restrictions were introduced to synchronize with sanctions already imposed by partners. They are expected to increase the costs of the “shadow fleet” and complicate its operations.
In particular, several legal entities were included in the sanctions list:
- Federal State Budgetary Cultural Institution “State Historical and Archaeological Museum-Reserve ‘Chersonesos Tavriya'” (Russian Federation).
- State Budgetary Institution of the Republic of Crimea “East Crimean Historical and Cultural Museum-Reserve”.
- State Budgetary Institution of the Republic of Crimea “Central Museum of Tavrida”.
From now on, Ukraine has blocked the assets of all these institutions for 10 years, restricted trade operations and suspended the fulfillment of economic and financial obligations. The sanctioned legal entities are also prohibited from participating in the privatization or lease of Ukrainian state property.

The sanctions were imposed for a period of 10 years. The Secretary of the National Security and Defense Council of Ukraine is responsible for monitoring the implementation of the NSDC decision.
The sanctions lists have been expanded with the names of 55 individuals, including:
- Mikhail Piotrovsky – Soviet and Russian historian and orientalist;
- Sergey Obryvalin, First Deputy Minister of Culture of the Russian Federation;
- Roman Rybalo, head of the Department for the Protection of Cultural Heritage of the Ministry of Culture of the Russian Federation.
- Yelyzaveta Likhacheva, director of the sanctioned Pushkin State Museum of Fine Arts
- Serhiy Solovyov – head of archaeological expeditions, who was directly involved in illegal excavations on the territory of Chersonesos Tavriya, a UNESCO World Heritage Site.

Sanctions have also been imposed on individuals with dual citizenship (18 in total), including Olga Burova, First Deputy “Minister of Culture of the Republic of Crimea,” Yevgeny Gorlachev, Director of the Melitopol Museum of Local Lore, and Elzara Khayredinova, Head of the Department of History and Archeology of Ancient and Medieval Crimea at the sanctioned Vernadsky Crimean Federal University.
Sanctions against individuals include asset freeze, restrictions on trade operations, restrictions on transit of resources, flights and transportation, a ban on capital outflow, suspension of licenses and permits, and a ban on financial transactions and securities transactions.
